OTRS provides a vital link between hearing people and those who are deaf, hard of hearing, or speech disabled. This service is totally confidential and toll-free access is available 24 hours of the day, 365 days of the year. Voice Carry Over (VCO) allows the deaf or hard of hearing to use their own voice. Hearing Carry Over (HCO) allows speech disabled to use their own hearing. The service can be access by dialing "7-1-1”. You may also dial the following toll free numbers: 1-800-735-2900 (TTY); 1-800-735-3260 (VCO); 1-800-735-1232 (voice); 1-800-735-0644 (ASCII); 1-800-735-3896 (Spanish); or 1-800-676-3777 (Customer Service). You may also qualify for a loaner phone that meets your needs, call the Telecommunications Access Devices Program at 1-800-848-4442 (voice) or 1-800-648-3458 (TTY) for more information.
