XO Communications Appoints Director of Federal Regulatory Affairs
RESTON, VA - XO Communications, Inc. today announced that Lisa Youngers has joined the company as director of federal regulatory affairs. Youngers will be responsible for federal regulatory matters affecting XO’s interests and for the company’s relations with the Federal Communications Commission (FCC). She will report to XO’s senior vice president of government relations, Heather Gold.
“Lisa brings to XO a wealth of expertise in telecommunications policy, particularly in local competition, and has worked extensively with FCC at all levels on a wide range of issues. We are very happy to have her join the XO team,” said Gold.
Before joining XO, Youngers served as an attorney for federal regulatory affairs at General Communication, Inc., a leading provider of voice, video and data communication services in Alaska.
From 1997 to 2004, she served as associate counsel for federal advocacy at MCI, managing advocacy and legal proceedings for the company before the FCC. She also held primary responsibility for managing MCI’s position on all major Bell company mergers and enforcement of merger conditions. Youngers also served as an assistant attorney general with the State of Minnesota, representing the Minnesota Public Utilities Commission. Before that, she was a law clerk with Leonard, Street & Deinard in Minneapolis, Minn.
She is a graduate of the University of Wisconsin at Madison, and received her J.D. degree from the William Mitchell College of Law in St. Paul, Minn.
